Transmission connection process
In Victoria, the transmission network is referred to as the declared shared network or declared transmission system. It is operated by declared transmission system operators who are also registered as transmission network service providers.

The Victorian Government has released new Community Engagement and Social Value Guidelines for Renewable Energy and Transmission Projects.
Until the new Victorian Access Regime commences, we will work with projects to ensure their engagement is consistent with the guidelines.

Victorian Access Regime
VicGrid, together with the Department of Energy, Environment and Climate Action (DEECA), is setting new rules for how renewable energy generation and storage projects will access Victoria’s transmission network.
The new approach, known as the Victorian Access Regime, aims to encourage development in renewable energy zones and give developers more confidence that they can supply energy into the market.
The Victorian Access Regime is expected to start in July 2027. Until then, the current open access arrangements under the National Electricity Rules will continue to apply.
Once these new arrangements are in place, all new generation and storage projects connecting to Victoria's transmission network will need an access authority, or licence, before they can receive an offer to connect to the network.
The Victorian Access Regime is being designed through consultation with community and industry.

Key connection information
Key connection information (KCI) is required to be published under the National Electricity Rules 3.7F(3).
The information is part of a series of changes to the National Electricity Rules to improve the transparency of new generation projects in the National Electricity Market (NEM).

Register of large generator connections
Under the National Electricity Rules, VicGrid must maintain a register of large generator connections (30 megawatts or greater) connected to the Victorian declared shared network after 13 December 1998.
