The 2025 Victorian Transmission Plan

The first strategic long-term plan for renewable energy zones and transmission infrastructure in Victoria was released in 2025, marking an important step in the state’s renewable energy transition.

The 2025 Victorian Transmission Plan (VTP) outlines a coordinated approach to developing energy generation and transmission infrastructure to meet our needs over the next 15 years.

The plan proposed six onshore renewable energy zones and Gippsland shoreline zone to connect offshore wind projects in Gippsland. Renewable energy zones are areas identified as the best places to host wind, solar and battery storage projects. The plan also outlines the proposed transmission network upgrades needed from 2025 to 2040.

The Victorian Government has now declared five zones and the Gippsland Shoreline zone.

Draft 2025 Victorian Transmission Plan

Before the 2025 Victorian Transmission Plan was released, VicGrid consulted on a draft VTP from May to June 2025. The draft VTP can be downloaded below.

2024 Victorian Transmission Plan Guidelines

The 2024 Victorian Transmission Plan Guidelines outline how we developed the 2025 Plan.

The guidelines include information about:

  • Parts of Victoria to be investigated for suitability to host potential future renewable energy zones
  • How to determine how much energy Victoria needs
  • How we determine what transmission projects Victoria needs to support new energy generation
  • What future scenarios are considered as we develop the plan
  • How we will partner with First Peoples and engage with landholders, communities and industry

Community engagement

Community feedback has shaped the process to develop the 2025 Victorian Transmission Plan and renewable energy zones.

The 2024 Victorian Transmission Plan Guidelines were open for public consultation from 22 July to 25 August 2024. Feedback from communities, landholders, First Peoples and industry provided valuable insights that helped shape the final guidelines.

We invited feedback through in-person community hubs in regional Victoria, online feedback forms and submissions, briefings, meetings, webinars, emails and a dedicated phone contact centre. Thank you to people who gave their time to be involved and provide feedback.
