In our role as the System Strength Service Provider, VicGrid is undertaking the Victorian system strength requirement regulatory investment test for transmission (RIT-T) to address system strength requirements in Victoria from December 2025.

Effectiveness factors

We have developed system strength effectiveness factors to indicate how prospective solutions connecting to the Declared Shared Network (DSN) contribute to the minimum fault level at each of the system strength nodes in Victoria.

These are Dederang 220 kV, Hazelwood 500 kV, Moorabool 220 kV, Red Cliffs 220 kV, and Thomastown 220 kV.

This will support procurement of services identified under the Victorian System Strength Requirement RIT-T.

Project assessment conclusions report

The Project assessment conclusions report (PACR) was published on 1 August 2025, which is the final report of this RIT-T.

It presents the RIT-T proponent's preferred solution, considering submissions to the PADR, which is the credible option that maximises the present value of net economic benefit to all those who produce, consume and transport electricity in the national electricity market.

Project assessment draft report

The Project assessment draft report (PADR) for this Victorian system strength requirement RIT-T was published on 17 April 2025.

It assesses and identifies the draft preferred investment option which delivers the greatest net market benefits.

Project specification consultation report

The Project specification consultation report (PSCR) for this Victorian system strength requirement RIT-T was published in July 2023, accompanied with a request for information from system strength service providers.
